Senate releases 2025–26 annual report highlighting legislative achievements

The Senate of Pakistan has released its Annual Report for Parliamentary Year 2025–2026, presenting a comprehensive account of its performance from 12 March 2025 to 11 March 2026. The report highlights a year of notable achievements in legislative productivity, executive oversight, institutional strengthening, and global parliamentary engagement. The period was distinguished by the successful hosting of the inaugural Inter-Parliamentary Speakers’ Conference (ISC) in Islamabad, marking Pakistan as a hub for international parliamentary dialogue.

During the year, the Senate convened twelve sessions (348th to 359th), alongside three Joint Sittings of Parliament. A total of 64 sittings were held over 112 working days, accumulating 158 hours and 53 minutes of proceedings. Combined with Joint Sittings, total parliamentary engagement reached 161 hours and 43 minutes. Attendance remained strong, with a peak of 88 Senators recorded during the 355th Session and an average of 55 Senators per sitting. Eleven Private Members’ Days ensured space for non-government legislative initiatives.

Legislative output remained high, with seventeen Government Bills introduced and fourteen passed. An additional thirty-one bills from the National Assembly were considered, resulting in a total of thirty-three bills passed. Private Members introduced forty bills, of which forty-four were passed, reflecting the participatory nature of the legislative process. The Constitution (Twenty-seventh Amendment) Bill, 2025 was highlighted as the most significant constitutional development. The Senate also passed legislation on national security, judicial reform, economic governance, human rights, media regulation, and social welfare.

Oversight activities included an active Question Hour, with 1,157 starred questions received and 479 answered on the floor. Eighty-five resolutions were tabled, with 19 adopted 15 unanimously demonstrating cross-party consensus. A total of 119 motions addressed public concerns including economic performance, disaster management, and regional development.

The Senate’s 38 Standing and Functional Committees held 346 meetings, totaling over 780 hours of deliberations, and presented 106 reports. Key committees such as Finance and Revenue, Economic Affairs, and Interior were particularly active, emphasizing the Senate’s focus on economic stability, governance, and internal security.

Parliamentary diplomacy expanded significantly, with 37 international delegations facilitated and active participation in global forums addressing climate change, peace, and sustainable development. Forty-three bilateral diplomatic engagements and new institutional partnerships enhanced Pakistan’s international standing.

The highlight of the year was the Inter-Parliamentary Speakers’ Conference held from 10 to 12 November 2025, which brought together 153 delegates from 33 countries under the theme “Peace, Security and Development.” The conference concluded with the Islamabad Communique, committing to dialogue, democratic governance, and inclusive development, and received widespread international praise.

The Senate Secretariat continued improving institutional efficiency through research, legislative support, and capacity-building initiatives. Training programs by the Pakistan Institute for Parliamentary Services strengthened parliamentary expertise, while enhanced media outreach promoted transparency and public trust.

The Annual Report 2025–2026 reflects a year of legislative excellence, rigorous oversight, and proactive global engagement, reaffirming the Senate’s role as a cornerstone of Pakistan’s democratic governance.
