Chinese President Xi Jinping’s special representative Ding Xuexiang said that the smooth commencement of the fourth phase of the Galkynysh gas field will significantly elevate energy cooperation between China and Turkmenistan to a new level.
Ding, who is also Vice Premier and a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks while attending the groundbreaking ceremony alongside Gurbanguly Berdimuhamedow, Chairman of the Halk Maslahaty of Turkmenistan.
The ceremony marked the launch of the fourth phase development of the Galkynysh gas field, one of the world’s largest natural gas projects, underscoring the growing strategic energy partnership between the two countries.
In his address, Ding Xuexiang said that under the strategic guidance of the top leadership of both nations, China–Turkmenistan natural gas cooperation has produced substantial results, strongly supporting the economic and social development of both countries while delivering benefits to their peoples.
He described the project as a major milestone in deepening comprehensive bilateral cooperation and said it opens a new chapter in natural gas collaboration between China and Turkmenistan.
Ding emphasized that the project reflects the shared expectations of both leaderships and the common aspirations of their peoples. He urged relevant authorities and enterprises on both sides to ensure scientific planning, high-quality construction, and orderly implementation.
He also outlined a three-point proposal, calling first for high-quality execution to build a world-class project capable of standing the test of time. Second, he stressed innovation-driven development, encouraging advancements in management, technology, and cooperation models to serve as a benchmark for major energy projects. Third, he highlighted win-win cooperation through strengthened technical exchanges and personnel training to ensure broader benefits for both nations.
Ding said China is ready to work with Turkmenistan to use major energy projects such as Galkynysh Phase IV as a new starting point for expanding practical cooperation, promoting regional development, and building a closer China–Turkmenistan community with a shared future.
During the visit, Ding and Berdimuhamedow jointly initiated drilling operations via video link, attended the foundation-laying ceremony, and visited an exhibition of oil and gas equipment.
