Court upholds NOC for Rawalpindi Ring Road

LAHORE (Lord Media): The Lahore High Court’s Rawalpindi bench has ruled that the government cannot backtrack on its commitments and approvals. The court has ordered the maintenance of the NOC for the Rawalpindi Ring Road service area, preventing authorities from revoking it or obstructing construction.

Previously, the Punjab government had removed five officials, including the commissioner, deputy commissioner, and DG Abad, over the NOC dispute. Following the court’s order, attempts to cancel the NOC or hinder work have been halted.

The court criticized the Rawalpindi Development Authority’s irresponsible conduct, urging government bodies to assist the court and avoid unnecessary delays. Reneging on government commitments violates Article 10 of the Constitution.

According to the petitioner, over 750 million rupees have been invested in the project, with all legal NOCs obtained and more than 178.4 million rupees in government dues paid.

It is noteworthy that five officials, including the commissioner and deputy commissioner, were previously removed over the Ring Road service area NOC dispute, as directed by the S&GDA report.
