Beijing unveils new rules to regulate fast-growing AI systems

Chinese authorities have released a comprehensive set of implementation guidelines aimed at standardising the development and application of artificial intelligence (AI) agents, marking a significant step in the country’s broader “AI Plus” national strategy.

The guidelines were jointly issued by the Cyberspace Administration of China, the National Development and Reform Commission (NDRC), and the Ministry of Industry and Information Technology (MIIT).

Officials said the framework is designed to align with State Council directives and promote the structured growth of intelligent agents as a key component of AI-driven services and products.

According to the document, AI agents are defined as advanced intelligent systems capable of autonomous perception, memory, decision-making, interaction, and execution. These systems are increasingly being integrated into both cyberspace and the physical world, driven by rapid advancements in technologies such as large language models.

The guidelines outline four major policy directions:

First, strengthening foundational development through improved technological infrastructure as well as the establishment of standards and protocols.

Second, ensuring safety and security in AI deployment, with emphasis on controllability and risk management.

Third, promoting application-driven growth across 19 identified scenarios, including scientific research, industrial development, consumer services, public welfare, and social governance.

Fourth, fostering an innovation ecosystem by enhancing industrial cooperation and expanding real-world applications.

Officials said the policy reflects China’s ambition to accelerate AI adoption while maintaining regulatory oversight and technological safety as competition in global artificial intelligence intensifies.
