Chinese authorities have released a comprehensive set of implementation guidelines aimed at standardising the development and application of artificial intelligence (AI) agents, marking a significant step in the country\u2019s broader \u201cAI Plus\u201d national strategy.<\/p>\n
The guidelines were jointly issued by the Cyberspace Administration of China, the National Development and Reform Commission (NDRC), and the Ministry of Industry and Information Technology (MIIT).<\/p>\n
Officials said the framework is designed to align with State Council directives and promote the structured growth of intelligent agents as a key component of AI-driven services and products.<\/p>\n
According to the document, AI agents are defined as advanced intelligent systems capable of autonomous perception, memory, decision-making, interaction, and execution. These systems are increasingly being integrated into both cyberspace and the physical world, driven by rapid advancements in technologies such as large language models.<\/p>\n
The guidelines outline four major policy directions:<\/p>\n
First, strengthening foundational development through improved technological infrastructure as well as the establishment of standards and protocols.<\/p>\n
Second, ensuring safety and security in AI deployment, with emphasis on controllability and risk management.<\/p>\n
Third, promoting application-driven growth across 19 identified scenarios, including scientific research, industrial development, consumer services, public welfare, and social governance.<\/p>\n
Fourth, fostering an innovation ecosystem by enhancing industrial cooperation and expanding real-world applications.<\/p>\n
