Kazakhstan is going to hold a referendum on March 15, 2026. According to latest reports voter lists included 12,416,759 eligible citizens, and that online services would allow voters to check their registration status. Polling will take place at 10402 stations, including 71 abroad.<\/p>\n
Obviously, the approval of this referendum would replace the current bicameral parliament with a single chamber, reduce the number of lawmakers, and reinstate the office of vice president. Technically, the text now before voters is being treated as a new basic law, not merely as a technical adjustment to the 1995 constitution. Thus, its approval will change the political system of Kazakhstan reshaping its composition, nature, scope, utility and functionality because of its sweeping constitutional amendments.<\/p>\n
Comparative studies of its modern political history and constitutional developmental reveals that Kazakhstan\u2019s Constitution has undergone periodic revision since independence, with changes adopted in 1998, 2007, 2011, 2017, 2019, and most recently in 2022, when 56 amendments to the basic law were successfully approved in a national referendum. According to official statements, the proposed draft would affect about 84 percent of the Constitution, making it the most extensive revision in the country\u2019s modern history. President Kassym-Jomart Tokayev has described the proposed document as \u201cessentially a new Constitution.\u201d<\/p>\n
Evidently, the draft retains several core principles. Kazakhstan would continue to be defined as a secular, democratic, unitary state, with the people recognized as the sole source of state power. Attempts to overthrow the constitutional order would remain punishable by law.<\/p>\n
The draft also proposes the creation of a new representative body, the Kurultai, which would replace the current bicameral parliament, consisting of the Mazhilis (lower house) and the Senate (upper house), with a unicameral legislature.<\/p>\n

Additionally, inclusion of the around 130 members representatives of the National Kurultai, renowned constitutional lawyers, members of the business and corporate sector, public associations, human rights advocates, experts, media professionals, representatives of the scientific and cultural intelligentsia, Members of Parliament, and civil servants and last but not least, representatives of all parliamentary parties (Amanat, Ak Zhol, Auyl, OSDP, NPK, Respublica vividly reflects its holistic, comprehensive, futuristic and integrated orientation indicating a positive, productive and participatory intend to create befitting proposition for all for achieving the new model of governance and administration based on quality development, free & fair justice, fair play, equal rights, state\u2019s protection, and of course corruption free governing apparatus in the days to come.<\/p>\n
It is pertinent to mention that formation of new constitution commission will be instrumental to institutionalize spirit of true professionalism, true representations across the society and its segments, true gender balance through more women empowerment and its participation and true regional development by involving all the regions giving the message of shared prosperity, shared dignity, jointly working for a grassroot governance model, people, business and investment\u2019s centric policies and above all creating new social contract in the country beneficial for all disseminating message of economic equality, social harmony, constructive politics, preservation of ethnic diversity, financial transparency and a balanced economic development for all regions in the country.<\/p>\n
Kazakhstan is the biggest economy of Central Asia having bright future prospects in terms of trade, commerce, trans-regional connectivity, economic liberalization and dialogue, diplomacy and development in the region and beyond and this newly formed Constitution Commission will further showcase its salient features at international level encouraging all regional countries as well as international community to consider it a heaven for investors and businessmen and socio-politico entity for peaceful resolution.<\/p>\n
It has been a well settled principle of economic globalization and international cooperation that a country must have respect for rule of law along with a fair judicial system for attracting more and more inflows of foreign direct investments. Thus, Just Kazakhstan” & Rule of Law policy is the right policy putting the country towards greater progress, prosperity and productivity in the region and at the international stage. Of course, a strong constitution guarantees complete fairness, transparency and accountability and facilitates easy and smooth inflows of funds and budgetary allocations for all projects and it will be a catalyst for the construction, expansion, implementation and completion of the Middle Corridor too.<\/p>\n
Many case studies of the famous the Economist London, the flagship magazine of the International Monetary Fund (IMF), Finance & Development (F&D), Forbes magazine and research publications of Oxford University\u2019s Business School and London School of Economics strongly indicate that rule of the law, fair judiciary, democracy and good governance has been remained key drivers for immense socio-economic development, stability and sustainability among the international countries.<\/p>\n
Hence striving hard to further institutionalize rule of law and fair judiciary a giant leap towards peaceful conflict resolution, acceptable arbitration, enforcement of international contracts and true implementation of MOUs and agreement with other countries, communities and enterprises securing economic security, banking & finance transparency and state\u2019s protection is a good and grand move of the Kazak government.<\/p>\n
So, Just Kazakhstan: Rule of the Law and fair judiciary would be a strategic value addition to further transform the country, community and enterprises in Kazakhstan further enhancing its international status in terms of respect for law, execution of law and peaceful persuasions through a fair judicial system in the country. Resultantly, Kazakhstan\u2019s international rankings of Doing Business, Investment Facilitation orientation, Joint Ventures appeal and last but not least, projection of its country as a decent, civilized, democratic norms would also be immensely increased in the days to come.<\/p>\n
I absolutely agree with this noble concept of \u201cAdal Azamat\u201d protecting basic human rights and basic necessities of life too in the country. Moreover, respect for humanity and promotion & protection of humanism has become the cornerstone of a new, modern and democratic world in the 21st century.<\/p>\n
Without protection of human rights and social justice the end goal of immense social harmony, economic sustainability and political sustainability would not be achieved and maintained. Thus, respect for Human Capital is pro-development, pro-humanity and pro-universalism. It is anti-discrimination, anti-bigotry and anti-perpetual racial differentiation. So Human Capital is more precious than oil and gas during 21st century.<\/p>\n
The expert must appreciate President Tokayev\u2019s strategic vision transforming his country, community and enterprises towards further development of pure human capital which may be utilized for further enlightenment, modernization and social development of the country and its people alike.<\/p>\n

Well statehood attributes and its central policies of monetary and fiscal management, trade & commerce promotion, pragmatic foreign policy and even budgetary arrangements are all inter-connected and integrated and their easy and smooth coordination gear the country towards greater stability and sustainability in which political stability, constructive politics, productive, participatory and positive political manifestations and last but not least existence of political opposition supplement economics and supports economic policies in the country.<\/p>\n
Thus, politics and economics are integrated and connected and heavily dependent on each other and their ideal working further widens means of regional peaceful resolution and facilitates international cooperation. Hopefully, with immense peace, stability, harmony, social justice and fairness of judiciary and last but not least, political stability would further enhance economic trust in the country, region and beyond ensuring continuity of the economic structural reforms, honoring of already signed MOUs, and agreements and state-to-state commitments.<\/p>\n
Being part of SCO, BRI, and a BRICS partner country Kazakhstan\u2019s Referendum is giving the Global South and the world alike the message of modernization, enlightenment, reconciliation, resolution, refinement, mutual respect and political wisdom. It stipulates a message of immense social harmony and development through protection of basic human rights and provision of basic necessities of life, respect for minorities, and women empowerment.<\/p>\n
It is green signaling to the Global South and the world alike about the complete protection of the state to international partners and their projects through rule of law, fairness of the judicial system, equal and equitable economic, business and financial rights to all in case of any dispute.<\/p>\n
It is befitting posturing to international communities and enterprises alike to make investments, do businesses and launch projects in Kazakhstan without any fear because imminent Referendum will further remove their worries in the days to come.<\/p>\n
Last but not least, it carries a message of holistic development and human growth, modern society in the Global South and joint efforts by involving all segments of society in the journey of progress and prosperity. It is indeed a new codification of doing businesses, making investments, starting new mega projects and of course partnerships in Kazakhstan free from corruption, cartels and elitist orientation.<\/p>\n
